Yes it was . The system worked good. When the 2009's came out Harley had an update for the 08 ABS system. That seemed to work better as the back wheel didn't kick in as easy. The dealer flashed the bike with the digital technician.

FLHT I'm not sure, but FLHX, yes. My neighbor has one.
It's possible the option wasn't available on the FLHT to drive sales to the higher priced FLHX.
retrofitting ABS to a non abs bike would be very expensive ( very)
