Comfort or Performance????
I've seen the memphis shades fairing for less than $400
look at the ness big sucker on ebay from easternpc $120
slip ons- look for used high flow pipes, there are always lots in the classifieds -- $200 ( i just bought a set of used screaming eagle nightsticks for $200).
if that's the tuner you want then get that- and those guys can help you with maps
So there you are, way under budget and you can add a radio as the money appears. You just have to be willing to install some parts your self and do some smart shopping
cams- ? cam change makes no sense if you have not yet done a stage 1
BUT if you owe anything on the bike, pay that off first- being debt free should be the real priority

I would go with the power commander, and an mp3 player with ear buds..I know that you mentioned you didn't like the buds but I have been doing this a long long time and I can hear the traffic fine.. Good luck.

Everyone has their own preferences given the three options you mentioned. It's really a personal decision.
That said, I'll give you my opinion on one of your options (and this opinion is definitely in the minority), I'd never spend money to add a radio to a bike. I have one on my Limited simply because it's part of the bike, but I'd never spend bucks to add a radio.
99% of my bikes radio time is in the garage when I'm working on it. I'll use the radio occasionally when riding, but very rarely. On a 9,000 mile trip this past summer the radio saw maybe an hour or two max of usage.
I'd go with the PCIII, pipes and A/C. In fact, I'd see if FuelMoto has a PCV retrofit available, and possibly an AutoTune, and go that route if they do.

talk to fuel moto i bet u could do a little of both and be very happy.handlebar mounted speaker system with an ipod hook up,and a power package from jamie.best of both worlds.no need for a fairing on that beautiful RK.good luck and have fun
I am thinking you have never seen one that had a proper build LOL. 11 seconds baggers rock lol.
NOTHING, DO NOTHING at all. Spend the 1500 on your significant other and life will be good for you.
OK got that foolishness out of the way.
Seriously though, speaking from my point of view, look ahead, will you eventually be getting a road glide, SG, or an ultra?
Because once most guys start liking fairings and stereos that is the natural progression.
If you are honest with your self and that is where you are headed just save the money, keep adding to it and then find something you are willing to trade for or sell and buy what you want.
OK more foolishness out of the way...
Assuming you like the RK and plan to keep it a long time, I vote for performance. Every bike I have owned had to run like the factory meant for it to run without the Gov. restrictions, such as (detuned and lean) and(too quiet)
