I have an older RK 05, so yours might be different. I put on some wild ones 10" mini apes,
and I didn't have to change anything. 11" might be too high though, as my brake line, throttle cables, and clutch were all stretched to the limits, not too tight, but I can't imagine going any higher with the stock cables. I put 6 inch extensions in the wiring, and it was too much, but now I already have it prewired to go to 14's if I want to....
Check out KansasKing. He has Heritage, not Heritage Style bars on his bike. I bought a set,but due to broken toes/foot,I ain`t got them on yet. He is way happy with them & no cable/wiring changes required. Don.
You should have no problems with those bars. I put the 09-11 SOFTAIL Heritage bars on mine & they have 13" of rise & work fine but the clutch cable could be 1"-2" longer.... Those Roadking "Heritage Style" bars have a goofy wrist angle..IMO.

they're not too bad pulled back but I like my bars parallel with the forks, the heritage style bars have 12" Rise (Tip-to-Base), thanks for the info,
