how ever to see any performance benefit, then you should think about a hi flow air cleaner.
Ness big sucker is the best bang for buck and an easy, tidy install.

at that point you'd need to wade into the world of tuning compensation- I use nightrider.com XIEDS ( $125)
there are more interesting, complicated and expensive devices available. sometimes that complexity doesn't work for you
...and many riders remove the catalytic convertor in the headers, or replace with aftermarket headers

If your bike is stock and this is all you want to do, you don't need a Tuner. Truth is if you wanted to do slipon's and A/C, as long as you don't remove the Catalytic converter, you still wouldn't need a Tuner.
As stated, if you are doing JUST pipes, you should be fine, but not running anywhere near optimal. If it were me, I would look at getting a tuner eventually.
Also, you'll need to "define" your future plans for the bike. If you even remotely are thinking down the road of adding cams in addition to a Stage I, then definitely get a tuner. If you go the cheap route and get XIEDs or a flash download from the HD Dealer, you'll still need a tuner down the road when you do cams. In that case, you would have wasted $150.
Sometimes in the long run it costs less to spend more the first time.

A tuner it is then, just didn't know if it would make a difference with just the pipes so I'll order that too. Don't plan on doing anymore engine mods besides a new AC but plans always change!

Mike gave you good advice; and as another posted, your best results, regardless of what changes you make, will come with a good tune.... but, if you're happy with the way it runs, just run it and smile....

There's a great article in January's American Iron regarding certain "myths".
IMO, once you start changing the exhaust you might as well invest the money to make it right. For these new bikes that means getting rid of the cats, high flow exhaust and AC, and a new tune. If you know someone that can weld you can cut the cats out and use the stock headpipes. I would also recommend the Vance and Hines Fuel Pak. I know a few guys running it with stage one and very happy with results.
