Also check the urethane bushings in the top of the triple tree. I broke down this fall and was hauled on a flat bed too. He pulled the bike up on the trailer by the handlebars. When I tried to tighten up my bars later, they still would move. That's when I remembered the bushings have gotten loose before, so I tried tightening them and it took the last of the slop out of the bars.

Being that the steel bars are stronger than the aluminum mounts they sit in, it is more than likely the alum. clamp and mount had the knurling stripped out. Dont F with using copper shims or center punches to make it work, your life depends on safe control of your bike at all times and conditions. They will fail at the most inopportune time. Check the bar knurling maybe that is ok, but at least replace the aluminum mounts and clamp after a thorough inspection.
