I called HD and had them run the VIN,..not much help at all. Bike originally came from Fox River HD in St. Charles, Ill. I tried to call them but there not open yet. Ive read online that MN can take bikes that have been wrecked and get them inspected and get CLEAR titles for them and sell as clean.....then you find out whats really goin on later. The reason I bring up Minnesota is the lady at HD told me that the bike came from Zylstra HD......which is in Minnesota. Maybe the parent HD dealer for Fox River in Ill??? I dont know.
It has a painted inner fairing, the rest of the bike looks stock... Does that mean that the bike was wrecked at least good enough to have needed the fairing replaced?

VERY common upgrade. Not a thing to do with being wrecked. I've had both mine done.
ALWAYS a nay-sayer! Somebody out to bust your bubble! Its worth 10500 with a SALVAGE title! I would be more concerned that it had been exposed to all that northern salt on the roads. That wreaks havoc if it is not properly cleaned off. Get some close ups of the engine and wheels, that'll tell the tale.
If you think it is something you want then go look at it in person and ask the guy to take it into a HD dealer and have it inspected. Hell probably want you to pay but thats between you and him. It doesnt sound like a bad price with only 13K+ on it. In the end, its all on what you are willing to pay for what you are getting. Usually good bikes at a good price dont last long so you need to act quick if you want it.
Talked to him more today. Super nice guy, provided the VIN to me, said he would drive it down here two hours away to meet me. Also said he would take it to any HD dealer to have an inspection done on it. He sent me pics of it when it was at the yard before being fixed. He said he didnt think the forks were tweaked when he bought it but turned out they were.....althought the wheel was not bent. Complete forks and front fender were bought NEW from HD. He said the guy that owned it lived around Austin and he wasnt sure why it was purchased in Ill.....I was also worried about the salt and crap up there. He said there was NOTHING wrong with it. Said he has run it up to 100mph and all was fine and dandy. Pics in the next post.....sorry thats all he had.
Looks to me that it was obvious that the front forks were pushed back some?? How bout yall? But again it could be the picture. I would think it would have to been hit pretty damn hard......at least hard enough to blow the tire and bend the rim to have bent the actual neck of the bike. But Im no expert.
Another problem is that his dealers license is in NY and is in the middle of transfer to Texas. Title is in his company name and he doesnt have a checking acct setup due to the state to state transfer. Im pretty sure my bank is gonna say hell no to this.
