You can use any slip-ons without getting a PCIII or SERT and a re-map. It will be louder but the performance will stay the same. Spend your money wisely and buy the mufflers/slip-ons you want for the long run. When you add a free flow AC you will have to go with a PCIII or SERT and a remap (or it will run like crap). BH is right, save up and get all three.

The other day I was talking with a guy that teaches the HD mechanics how to tune bikes. He goes by Doc and has been a teacher for 30 years. From what I have read on the vtwin forum this guy is one of the best dyno tuners. He told me that you can replace the stock pipes with slip ons and without the SERT or PCIII, however, if you really "crack" the throttle it will run lean and cause the pipes to turn blue. The 02 sensors will accomodate for "non aggressive" riding. Also, like what was already said here, you do not want to place a air cleaner on the bike without the PCIII. This will create way to much of an air intake difference for the 02 sensors to handle.

Ride safe,

Man, I'll have to say all of you have been very helpful and now this pipe and Air Cleaner and PCIII stuff is becoming clearer, Thank You all and I can't wait to up the performance and sound a bit. "But not to much I'm a regular commuter and I don't want to wake the neighbors at 6:00am.
