Done, I put a couple of welds on either side of the mounting holes on the flap that turns underneath, that way I don't cook the bonding on top. Pictures to follow.

Here is how I added a little insurance by welding the brackets to the folded flap.
Then I spent an hour sanding, then applying another 2 skim coats followed by more sanding to smooth up the sides.
Then 1 coat of epoxy primer and let stand for 1 hour.
Then 3 coats of MP282 2 stage primer surfacer. Now let set for 3 hours. Then light sand with 180 to get smooth, followed by 320, then scuff with grey 3M scotchbrite. Should be ready for color, first will be Diamond Black, then tape off the pattern, followed by green, then bright silver. I'll take lots of pictures as I tape and paint.
Here is the paint scheme for the front fender. If I knew how to photoshop I'd change the gold to green.
