I just like being able to go both ways myself. I have a small mothers rack on the fender when I run solo so I can still bring that gotta have item I've found home! LOL!
My Road Glide handles a lot better with it off, more so when the wind is up.

"Why do I take the tour-pak off?" I was asking myself that very same question...
When I first added mine, it started as a detachable setup... however, I always use it, and was worried about it being easily removed / stolen, so I converted it to the permanent mount setup... for me, it's the best option, as I am never going to take it off.
Not sayin' it's wrong. A lotta guys do it. Just wondering why. I bought a Classic, and now an Ultra because I WANTED a tourpak on it. I've never taken it off. Don't want to. Just curious.
One reason, for me personally, is because I don't like kicking the S*** out of it every time I get on or off. I'm just not used to it. I also like for my SG to "look" like an SG when I don't need the TP, but when I need it it's here.
It's all about you, if you don't want to take it off don't waste the money and keep it on.
Mine never comes off. Guess that's why I got the Ultra. I use it almost every time I ride. I could care less on how cool the bike looks to someone else without the tourpack. Strictly function for me.
I ride solo 100% of the time, so going to move the rear speakers to the lowers, then pull the tour pak off because after a year of having it on I AM SO @#$%$#%ing tired or kicking the damn thing every time I get on & off the bike.
I find that having the correctly fitting saddle bag luggage makes it easier to use the saddle bags with every day runs. Mostly just work stuff.
At one time I pulled the tour pak off but did not have the saddlebag luggage at the time so I hated digging about in my saddlebags. Now that I have those I barely use my tour pak.
So yup its coming off & headed to storage. If you ride solo may want to look into the solo mounts for the tour pak.
Once the detachable conversion is done it takes all of 5 minutes to swap out the TP. I have two rides in one. Monday thru Friday I have a Mustang and on Saturday and Sunday I have a station wagon. We are both happy.
