Took a while to get used to it...but the HD Jiffy Stand works very, very well and it does lock into place. There is some movement when you initially rest the bike down on the stand...but try and not let it bother you. (I know...a hell of a lot easier to say than do!)
I almost always leave my bike in nuetral...unless the grade or angle that I'm parking on is uncomfortable.
It happens to all of us. My wife usually stays on the bike when I refuel on rides... I hear "Oh ****" pretty regular when I drop the stand down and get off...as it moves just a little to get her heart rate up a good bit. She is still not used to that.

It's always fun to make a lunge back towards the bike at the exact same time like your trying to grab it and see the look on her face.
It's a great shock to non-harley riders who happen to be standing nearby and see it roll forward. I have had some great conversations when this happens and they see it..
In 30+ years ,200,000+ miles on three Harleys the Jiffy
Stand never folded on its own or failed.
The only trouble i ever had was me being to short to reach my FLHRCs Jiffy Stand to put it up or down.
I solved that buy installing the $30 jiffy stand extension kit great easy Mod .
I am installing some custom built Bitchin Bagger 11" Drop Shocks soon ,
so i bought a KickStand wedge kit from drag specalties to make it lean over more
when i lower the bike.
You need to ask some old kick start guys about HD stands. I have had no starts that I kicked until I could not kick any more when I was 24 yrs old. This is standing on the right side of the bike and jumping full weight on the kicker 20 or 30 times with the bike on the stand. The bike moves all over the place but after a few times you just learn to trust it.
I never had a Jiffy stand fold up. I call it the Harley walk when the Jiffy stand locks in and walks when your kicking. I did have one break while kick starting one of my Panheads. It broke in half at the bend and I went to the ground with the bike.

Had you or anybody else ever put heat on it? Thats some pretty tough steel and as long as you heat treat it right after heating to bend it should stay tough. I think if I had one break I would have lost confidence in the jumping I have done on them. Especially in those days where there was almost always a crowd around to watch you bust your azz. Maybe they were not as tough on the PH or the heat treat wasn't right.
