Default Road King Custom lowering issue

I have a 2007 Road King Custom. I replaced the rear air shocks with 11" eye to eye shocks, which dropped it 1" from the original 12" RKC shocks.
The problem: I was going to lower the front end- I got the Harley profile 1" drop kit.
I bought the bike used, I didn't check the ground clearance before ordering the front end kit.

I just measured the bottom of the frame- front and back and it is 4.7" off the ground. Stock is 4.7" off the ground...
So, By lowering the rear end 1", the frame should have dropped in the rear to 3.7" and the front- if not already lowered, should have stayed at 4.7".

I measured the length of the front fork, sitting straight up and on the ground- it measures 27.5" from the top of the nut to the center of the axle.
I called two HD shops and they had no clue and apparently no tape measure to check the front fork length on a stock bike.

Any ideas or suggestions?
Thanks in advance.

What I actually did was measure the bottom of my frame to the ground, then I put the 11" shocks on, measured it again and then SAT on it and measured the frame to the ground and lowered my front end to level the bike when I'm on it. I dont weigh much, so it didn't go down very far but when I'm on it now, it's low and level. I went with the Progressive Drop In kit for the adjustability. The Harley kit rode like crap and made a lot of noise. Hope this helps.

Makes sense, but what is the current ground clearance of your bike? Mine is still 4.7" even with the 11" rear shocks. Standard factory is 4.7".....??????
Just curious too- what is the length of your front forks- from the nut on top to the center of the axle? Mine is currently 27.5", and I couldn't get any help on that from two different dealerships. They didn't know what the standard length was or just didn't want to measure one. I would surely appreciate it!

Mine is 27.5 and I believe it to be stock. I wonder if you got a RK Classic lowering kit which is the same as stock custom.

I haven't put it on yet; but I checked the part number and it is the one for the RKC.
