And a used tour pac mount off Craigs list. Under $200 and works nice, plus lockable and looks ok. 8 bolts take if off and on.

+1 on the Full Dresser. You can see it fully expanded in my signature pic. I got mine from LeatherUp.com for about $150, before the 10% discount. It was easy on and off (about 30 seconds) and rock solid on the luggage rack. Here is a video that describes its features:

I personally like my Nelson-Rigg bags. However, they were not cheap. I have had these for years and you will be amazed how often you will actually use them. With that being said, if you really want to go cheap, Wally World sell a waterproof roll bag in the camping section. It's big enough to carry enough clothes for your trip. I have one and use it when diving. It is compressible. I paid 14 bucks for mine.
