Little background first. I am riding a '09 Ultra with Super Tour Mustang seat. Girlfriend is 5'1" with shorter legs and is complaining that even though her feet are flat footed on the floorboards, the saddlebag protectors are cutting into the back of her legs.
Figured there must be someone out there that has faced the same problem that found a good solution. She is not complaining of a soar **** at all.
HD has passenger floorboard relocators available. My wife, at 5'2", had the same complaint and relocating the floorboards changed the angle of her legs and made her much more comfortable. Definitely worth the investment.

HD Comfort Guards will help keep her calfs from hitting the Saddle Bag Guards. The only problem will be you wont be able to add the guard bags should you ever consider them.
Also consider moving the passager boards up a notch.

That sounds like what installed. I just tried to search th HD site, there are a lot of things there that weren't there when I looked a couple of years ago. I do know mine are not adjustable, but that is not a problem, she is my only passenger.
