There's a recall on the regulator, I would personally wait till the 2013 are ready to sell which should include it. Notice I said should.
I'd wait till the 2013s are ready to sell (2 weeks) and then buy a 2012.. better time to negotiate... as for the regulator, if its a recall, the dealer has to fix it. I'd bring it up and have it taken care of before you even take the bike home.
