I bought a used 08 Street Glide a while back and don't know if it has upgraded cams... I had a Street Bob before that and when I went to the Glide I wasn't happy with the gas mileage, but chalked it up to it being a heavier bike. My buddy had his cams upgraded in his Springer and said he lost about 30% in mileage so I started to wonder if my bike had and upgrade...
You can open a push rod tube & see if you have adjustable push rods in there. If you do then most likely you have an upgraded cam in there, but it wont tell you what cam you have. However, if you have stock p-rods, that doesnt mean you have a stock cam. Many cam swaps have been done using the stock p-rods.
The only way to be sure is to open the cam chest & look inside.

or an experienced builder would be able to rotate the motor and measure the valve opening and closing via the pushrods...but could probably more quickly open the cam chest and look.
If mpg is the question- what speeds are you running ?

my 1995 FLHTC stage 1 was tuned for about 44 MPG at 65 MPH
my 2009 FLHTC stage 1 is good for 43 MPG at 70 MPH-
80 MPH will drop that to about 38 MPG, and 85 will drop it to about 33 MPG.
aside from cams the question may be what tuning device- how is it tuned.
many, many doofus "tuners", don't tune- they just dump more gas into the mix...
