if you are looking just at a gearing change, the rear pulley is an easier swap and "generally" you can go 2 teeth either way with the stock belt.
if gearing taller, make sure your have the torque you will need to move the bike around town or in the twisties.
My FXRP had a 70T stock, I've been running a 61T and a softail belt for 22 years. 15% overdrive
This was a CHP bike with a built motor and is tuned for torque.
