Heres one I haven't seen anyone mention. 2012 Ultra, installed the hidden antenna from eBay ($17.95) that many says works well for them. After install, turned switch to accessory and tested it, works great. Put bike all back together and took her for a ride, sounds like ****.
Works great if switch is in accessory position, works poorly if switch is in ON position (whether running or not). Only things changed inside the fairing are TruckLite LED headlight, and harness to allow passing lamps to run with high beams. Antenna is not touching any metal and is routed as I have seem many others in pics.
Sounds like a poor ground. On my 07 Ultra there were two unused wires with disconnects on them that I used. One was a ground, the other was hot and switched.

This antenna is not a powered antenna, it has no wires except the cable that plugs into the radio.
Strange, I put the same antenna in my Street Glide and it works great in either position. Suspect something you did with the wiring for the lights/harness that is causing the problem. How did the radio work before you made the changes?

The harness was just a plug&play part from HD that allows running lights to work with or w/o high beams. That and the antenna are the only things I touched inside the fairing. It works fine in accessory position, only thinh that should be different between access position and on position is lights and ignition. I will try it again and try turning the passing lights on and off and see if that makes a difference. Otherwise I have the CB antenna coming in Monday so will be taking it apart again anyway.
