I am in the process of hooking up the saddle bag lid spoilers and have also just purchased a heated seat of rthe wifes 2009 street glide.

My question is can i utilize the Harley power splitter in the catalog and tie in the power for the seat as well as the spoiler power so that the seat power is only on when bike is powered

anything heated draws a fair amount of power.
if it were me, I'd wire the seat to a relay which is fed from the battery with a fuse inline- and allow the stock wiring to trigger the relay.
i work with electronics, so that is what I'd do.
if you are not familiar or comfortable wiring, pose your question to the dealer.
FWIW I have rewired the rear on my 09 to suit my needs, added some stuff, took some stuff off... used flat type trailer connectors ( with leds) for my detachables- these are cheap, weather resistant, durable and available at any auto parts store
on my old evo, I rewired the front lighting to use a new fused feed wire and relays, to allow high current lighting ( 220 watts total) with out stressing the stock wiring or the weak link ignition switch
