This should be interesting. What are the quietest mufflers for the Ultra. Personally I'd like something a little quieter than stock. Riding 2012 Ultra.
2012 stock muffs are a little more free-flowing because they can be, due to the catalytic converter in the head-pipe knocking down some of exhaust noise.
I believe you will find OEM mufflers from a non-catalytic converter bike will be quieter. And they're all interchangeable from a fitment standpoint pretty far back.

Put some ear plugs in, you will also have less wind noise. I don't do this but this is what I've heard......pardon the pun.
i don't even mean to be a dick when i ask this, even though it sounds that way. But i am genuinely curious... if want an ultra that's silent... why did you not buy a gold wing?

Just cause he wants it quiet, doesn't mean he's all that different. On my last bike (in sig, now have 13 SG), I went back and forth from stock pipes to Jamies 4".
My mood changes.....sometimes I want a Pro Pipe, sometimes I want Goldwing quiet, so I go back and forth.
I have just recently (last year) discovered custom fitted ear plugs......if you don't have em (not those blaze orange junk.....good, custom ones), get em!

OP asked about mufflers, not ear plugs! We don't know yet why he wants to be so quiet. It is unlikely there are any quieter mufflers than stock, for the simple reason the EPA regulations set standards for quietness. Even aftermarket mufflers will only meet those regulations, not something yet quieter.
There are hi-flow quiet mufflers available from S&S, possibly other brands. There is just one alternative, which is to get International spec stock mufflers, as some foreign countries have quieter specs than North America. That may be a challenge in the USA! Look at the microfiche on Ronnies H-D website for part numbers.
