Try some WD40 and let it sit for 10 minutes. This has always worked for me.

PB Blaster will be your best bet for penetrating oil.

Rubber mallet where they taper up to 4".

I put some penetrating oil on it, let it sit for an hour, and just manhandled it off. It's all good now. If only the replacements were here already.....

1) Take a floor jack and a small block of wood jack it up so it supports the head pipe right behind the slip on.

2) Unbolt slip on bolts >> press in a downward motion to open up the slip on

3) Rotate slip on and repeat step 2 until end of slip on has been opened up and you'll be able to slip it off easily.

4) Repeat Step 3 until slip on pulls off easily
