My 2011 RK with a LRS 18" recurve and fork baffle does a pretty good job. I am 5'10" with a Sundowner seat and can't complain too much about buffeting. I've put a recurve on all my bikes and they really seem to help.
I'm trying the Heritage style bars to see if that helps my posture. If I can't get a half head over the windshield that way, I'll look at other options.
I have the 18" Lrs, 5 11", use the fork mounted wind deflectors, no problems. I take the deflectors off for short rides or around town cause they block that much air.

I just brought my RK home and experience the same thing. I'm about 6'3" and the top of the windshield is right at eye level. If I artificially sit super straight, I can see over top of it, but then my head bounces around like a pin ball. I have a half helmet as well. I told my sales guy this isn't going to work, so I'll be curious to see what people recommend.
If you're 6'3" and can't see over the top, you really need to sit better man.
I'm 6'1" and the stock w/s is dang near perfect for me. I can just see over the top or tuck down just a bit and look through it as needed.
Good luck to the OP on your search, but as some have said, perhaps a new seat might be in order to raise you up slightly - and many HD dealers have rental programs so you can try before you buy and that could save you all sorts of hassle and cash.

Probably true. I think bad posture and the stock handlebars are the problem. I was reaching a bit too much and slouching. We'll see. The bars should be in today! (or so they said....)

I agree that the stock bars make the driver slouch. I too am looking at the Heritage style bars for next year. Good luck and post up some pics when you are done.

I have a 2010 RK. I'm not tall (5'8") and replaced the stock handlebars with heritage bars, cut down the windshield to 17.5" myself and I get no buffeting. I also do not have any lowers. I guess I'm lucky.
