Mileage stinks!
my usual mpg is 43 w/ a 96" measured over thousands of miles- touring about 70 MPH.
at 85 my MPG will drop to about 33 MPG- air is thick and above 55 MPH pushing through the air gets harder and harder the faster you try to go.
MPG was slightly better on my 80" evo. careful carb tuning got me a reliable 45 MPG at 65 MPH.

I switched cams to Feuling 574's and it gets around 38-40 mpg now. I have over 35,000 miles on the bike and have tracked this pretty close.
I can believe your 105 torque #, but rather doubt your 103 gets 98 hp unless you have done some add'n engine work.
The Best of Harley-Davidson for Lifelong Riders
People claiming 50 mpg may be talking about their best mileage ever, not for running around normally.
Best mileage is 50 mph on open highway, no hills or headwinds, and on cruise control.
Lightweight rider also helps.
YMMV
I'm running a Kuryakin High Five Mach II A/C, Vance & Hines Big Radius 2-Into-2 exhaust, the SE Race Tuner, and I'm not easy handed with the throttle by any mean, and I'm getting a steady 40-41 mpg on the street and backwoods roads. That does not include highway mileage, which is better, because I can run in 6th gear.
Air leaks? Are you running in too low of a gear? I generally upshift at about 3200 rpm, unless I'm getting on it for fun, then I'll upshift at 4200-5000 rpm, but it doesn't seem to make much difference in my mpg.
I'm getting 44-46 mpg on the highway, again, because I can run 6th gear with no problem.
As an aside, I get 50 mpg no matter what I do or how I ride on my 2011 Super Glide Custom with the same A/C and exhaust and SE tuner.....
