I have had this happen several times...use easy off oven cleaner. Warm up the pipe, cover painted area and spray on pipe...works like a charm and does not hurt the pipe.
I use 0000 steel wool and turtle chrome polish on all my tarnished chrome (previous owner didnt care too much about cleaning a bike) and also my heat shield stains. Has not messed up the finish at all just make sure there is plenty of polish some will say do not use an abrasive such as steel wool but ive had good luck with it
Try lighter fluid or paint thinner on a rag. Get the pipes HOT than vigorously rub the pipe with the solution on the rag. Removed many a boot mark without issues.
