I had a 2003 electra classic and installed it on mine. u have to set the backlash in the cable to the throttle. I cant remember how right now had to turn ignition and throttle in a pattern. think bike did it while running, idle went up and down then it was all done the auto adjustment. I didn't do it att first and it still ran fine. I think I saw it in here then looked it up in my shop manual. Im not home at moment ill look to see if I still have the manual around and post instructions later.
The cruise 'kit' for 2006 (maybe 2007) and earlier bikes is an obsolete part. Harley no longer stocks it. There were a few dealers who had some kits, but I would guess they're sold out by now. The kits went 'obsolete' a few years ago.
I believe you can still get the individual parts, but not the 'kit'. The link provided by "doc ock" takes you to a site that bundles the individual parts, essentially supplying a 'kit' (with all the stuff needed for the cruise).
Installation isn't difficult. If you have the service manual, you're most of the way there. As I recall (I installed mine about 4 years ago) there was another procedure--I think it was the lash adjustment mentioned previously in this thread--that isn't spelled-out in the manual. The instructions are online. (Hopefully, someone with a better memory will provide the pertinent information for you...)
As for getting by for less than 'dealer cost', that's going to be difficult, seeing as the parts are at a premium now. I know they're selling the 'module', used, on eBay, for less than two bills. A new one, if you can find it, is going to be $350 or thereabouts... It's the single most costly piece of the kit. (It contains the servo-motor that manipulates the throttle via a cable connected to the throttle-body).
