I bought a cruise control kit for my 07FLHX on ebay. sold as new, which it appeared. All installed but it doesn't work. I am confident in the quality of the installation, pretty straight forward. I went to my service manual and started troubleshooting. Went through the troubleshooting trees and 4 tests fail to replace cruise module. are these things known to be bad in the box? The Harley number is 70955-04 and the Delphi number is 25353175A........ All input appreciated! Thanks
Sorry won't help so I won't offer but I do feel your pain. I, as others, most likely have no way of knowing the failure rate. Probably already know that 70955-04 is a 185.00 part. Has the ebay seller had anything to say about the issue... and heck, the listing may only confirm what he knows to be true in conjunction with a no return policy. No real favorable recourse other than to bite the bullet and shell out 185.00 on a new module and be done with it.
When I purchased my '03 Classic new I ordered the Delphi cruise. simply installed per the instructions including the hand controls. On mine, the accessory switch needs to be on before the Delphi Cruise will operate as the kit had me plug power into the accessory plug.
There was no enabling required by the dealer to activate the added cruise control. my kit was 70955-98B
And today with over 55k miles it still works as good as it did 13 years ago.
i know you do not want to read this but i have purchased NOS from dealers on ebay and received a new kit with something removed and replaced with the failed unit. For me it was the electronic compass that failed me after 10 years.

Not sure if this will help but in 2006 at least for a street glide they came either carb or injected, the carb model module is part # 70989-04 that is the only one that will work for the carb model. If anyone has a working module I am interested in buying. Thanks Guy
