Harley will not start in neutral

Police model bikes must have clutch pulled in and be in neutral to start. They cannot be started in gear period. Other models may be started in gear with clutch pulled in. The '09 RKC that I have had since new is the same as police. Don't know why. Maybe it has something to do with wiring when the handlebars were changed. Or it could be a mod in the way the TSSM was programmed. It's no big deal to me.

None of my bikes have ever had to have the clutch pulled if in neutral...Maybe he has a Cop bike like everyone said...I do a ton of bar swaps. I always test them before I put the bike back together. The clutch is usually not attached to the bar at that point...never had an issue...

Hmm, I have an 04 Police Bike and it had to have the clutch pulled in to start but it did have to be in Neutral. I disabled the clutch switch. I am going to look into the Neutral thing and make sure it is permanently disabled as well.

Neither my 08 fatboy or the 10 SG need the clutch pulled.
