Harley will not start in neutral
When the neutral light is on. Push your bike forward with the clutch not engaged. If the bike doesn't move, it's most likely still in gear. Can it maybe in between a gear and neutral, but just enough to have the green H Light on?
Start with the simple stuff first.

The neutral light is on, which means the neutral switch is sending power to the indicator lamp, and this signal should also be going to the TSM.
The TSM needs a signal from either the neutral switch or the clutch switch in order to allow the starter solenoid to be energized.
The wire that comes from the Neutral switch has two legs, one leg goes to the indicator, the other leg goes to the TSM, that is where the problem probably is. It may be as simple as a bad connection at the TSM.
The neutral switch is sending the signal to the indicator lamp, so we know it is working.
