Took bike apart to be painted and can't get left bag to line up correctly? I have tried every combination with brackets loose to get holes to line up and the bag is slightly above holes with brackets all the way up. What am I missing here ? I have had the brackets off many times before and never had a problem. I did install new rear fender and a eliminated the grab bar with brackets at same time. 2005 ultra . Any suggestions would be appreciated.
Check the rubber cushions in the bottom of the bags. If they are good, keep everything loose. When all is aligned and fasteners are in place, tighten the brackets. Hope this helps.

If they were missing, wouldn't the bag hole be below the bracket hole? OP said bag hole was above bracket hole? Could be the rubber tab holding the rubber cushions in bad position. Had one do that on my '99 RK. Might also check the alignment of the bottom rail, that the bag mounts on top of. Give it a swift kick, it'll line up!
You said you removed the fender/grab rail, try loosening the fender support bracket.
Just take your time and reverse engineer everything you did. I wish i could be more help but everything I do I do right the first time so I have no experience from any mistakes. I am sure you will work it out.

If you just had the bag painted it's possible you didn't get the rubber cushions on the bottom all the way in. If I remember right you gotta help pull the nipple from the inside of the bag while you push from the bottom. If it's not in all the way the bag probably won't line up
