I too have something like the "Clamp it," and no it will not stop a determined thief. Nothing will. It will, however, stop less than determined thieves and it gives major peace of mind when I install my quick-relaease TP or rack.
I've heard bad things about HD's keyed quick release locks.
Ah, the price of vanity! My good ole fashioned tourpak is qd with four bolts through its floor. Ain't no way that is coming off without getting inside it first.....
Mine is even tougher! 5, 1/4" bolts and they have to be inside also!
Before I purchased the HD quick disconnect locks for the tourpak or sissy bar.
I used a nice rubber coated cable master lock and locked the tourpak mounting rack to the rear bag guards. That along with good insurance worked real well!
