As far as the fuel pump and light not coming on, could be an issue with the ignition switch. Mine has done that a few times. I cycled the switch and everything worked.
The 3 second timer in the relay with a new key on cycles the fuel pump and overrides the no signal from ECM then. When you crank, and motor starts, after 10 counts from the crank position sensor, the fuel pump runs and runs all the time the motor is running. The pressure relief bleeds off any pressure above 62 lbs per sq/in. In the signal switch and or alarm/signal switch is a bank angle switch. It will override ECM if the bike gets over too far for over a few seconds and kill fuel pump as a safety feature. The older carb bikes had this feature built into the vacuum on/off/reserve tank valve. My values are probably off since this is in my head as a general description only. Check battery after it has set overnight. 12.8 Check battery running at 2000 rpm 14.8 volts. Crude load test and you really need a meter with a scale lock that lock reading at low point , but check battery cranking motor, greater then 9.9 volts . A warn out battery will cause what you described. Charge it, remove it and have it free load tested on a machine at AutoZone or Harley Shop

looking at the 09 wiring diagram- this delay appears not to be in the relay- or is it.
Or is there a delay in the ecm signal to the system relay ?

What are you calling a delay? The start and system relay on our bikes is usually the same part number. They both have the 3 second timer. It's only used by one for the key on cycle for the fuel pump. The other serves as a swap out check. Newer bikes may just not have this (need to check part numbers) The active timer is the system relay.. Maybe your answer is the ECM reads and writes. It needs to read the 10 counts of the CPS before it writes to the fuel pump relay to be on.

Well, I will check volts again tomorrow morning for the 3 readings. I checked while idling this morning. and it was 14.3. Should I plug it into the battery tender or not tonight?
Last night while messing around after sitting a couple hours it was 13.4. Never measured while cranking.
I did resend my PC V map, and take a 30 mile spin. It ran like a dream, no shaking at idle, sounded great & no backfires.
The battery needs to set 24 hours off charge or run to check 12.8. Idling and it was 14.3 is good. 2000 rpm is a book check reading since at that speed, the regulator is cutting it to a max. . Is the PC V a piggy back system. What does it run like without it?
It should run fine as long as you did not take off oxygen sensors. I would think the remap is the PC5. The ECM knows what do by reading the oxygen sensors. Especially up to 3000 rpm.
