OK since nobody addressed the OP question, I will give my opinion. The 21" front wheel/raked fork look is a good look for a lot of bikes, but NOT a road king classic. You can't have a modern front end with nostalgic leather bags and wheels. As long as you planned on buying stretched hard bags anyway, to go with the front end, it's a good idea. All touring bikes have the same frame, so they all make the same good start for a bagger style custom. Have fun!

you don't need to rake the front end on a road king to fit a 21" wheel anyways, at worst case if you don't like the ride of just adding the 21" front wheel you will have to lower the front end 1" , I did It to my road king , it looks great and rides like stock
