I was going to drill new holes today on my 12 tour pack to move it back, as I was told the 12 didn't need a bracket to do this? When I removed liner it appears that the pack has already been moved back 1" I assume by previous owner.
There is no room to drill on the plate to move any further!
So question is, do I now have to buy the relocation kit? I like the one that tglide acc has but don't think I want to lift it up, just back!
I wanted to move mine back just one more inch, so I installed this. http://www.kuryakyn.com/Products/4605/Relocator-Kit Works great. Only raised it about 1/2 inch and retains the same level front and rear.

I am using his with full 2 inch extension hold along with Kuryakyn passenger arm rests that the mounting extends back under the mounting rail that make it a bit higher back rest for the passenger. She loves the extra room.

You do not need any extensions for the wires. There is extra length in the wires under the seat on the 09-13 TG's. On the 14's the extra wire is behind the flap at the bottom of the passenger backrest. All years there is enough to move the Tour Pak back 2-3" from stock.
I have done it on several, two of them my own personal bikes.
You do not need a relocation kit, check out post #40 in the following link. It is a 14, but the principle is the same for the 09-13's. There are pictures showing where you can drill.

At first I was skeptical of Kevin's answer. But it worked. Only problem is the antenna lead is short, and can't seem to get anymore out of the wiring harness?
Or try it the way I did on my '14; the only stock part drilled was the bracket, no mod to the trike or tour pack. Same height. Probably a bit stronger than stock, too.
I am still in the working it out phase! Put it back on yesterday, and just came back from a ride with the wife on board. I noticed the pack seem to be shaking fore and aft. Now will look at your idea, and reasse.

Check to see if you can re-route the antenna lead inside the TP, under the metal plate, I'm thinking you can get the extra lead you need there. I seem to remember I had to relocate the ground wire for the antenna when we move the TP back 2" further back than the furthest stock position.

That's a really interesting take on the 14 in the link. Are you sure your pack is shaking anymore than it was in the stock location?
The stock or relocated shaking never concerned me as much as how much it flexes when Mary pushes back against it to hold herself in place around the corners. But they seem to take that punishment and keep their integrity.
I thought for sure some of the roads in the Yukon and Alaska were going to break something on the TG, they are pretty solid!
