Most Harley shops offer a rider training course that would get you and the wife up on two wheels. They usually offer the small Buell during the ride portion of the class.
As for your friends comment on the price of rice burners...Comparisions are not all inclusive but you get the idea.

Your friend is thinking of the old AMF era of Harleys. After Harley bought back the company from AMF, they are as dependable as any other motorcycle. IMHO

Don't get me wrong here we got my wife a used 650 V-Star to learn on. I like the scoot a lot but like you said "like Apple pie, and Chevrolets" Harley is all American.

Glad to see more interested guys from Washington State. Silverdale is a great place to ride to and from.
I rode through there with my brother and nephew on the way to the "Hog Wild" bike event at Open Sores (Ocean Shores) in August.
Highway 3 and 101 are great rides around your area.
My sig pic here is from Hurricane Ridge out of Port Angeles. The ride up there will get yer motor run'in. The twisty rode through the National Park is posted at 35, but if you pick a quiet day after Labor Day like it was then, the curves will call out to you to get it on with gusto for a bit.
A little bit south and east is Mt. St. Helens. Another great climb and fall off a sleepless volcano.
