I have a 98 FLHR which has the factory wheels. The axle is 3/4". I am wondering if it is possible to use the wheels off of a newer bike which has the 1" axle if you change the wheel bearings. In other words....can the newer 1" axle be converted over to the 3/4" axle? Thanks

It's possible. I'm not sure about all current wheels, but my Harley "wagon" wheels are like this. I actually went the other way. Found a set that was 3/4 and put the 1" ID in my front.
I'd wait for more to chime in on newer generations. I dont think all wheels are this case.
I believe that 1" and 3/4" can be done by changing the bearing and the inner sleeve. The wheels with 25mm bearings are not easily interchangeable. The bearings are thicker.
But you may want to do more researched. I had trouble swapping a newer 25mm wheel, even the offset was different. I gave up in the end.

This is not as straight-forward as you may think! Starting with your rear wheel, your brake rotor and caliper are different to later bikes, so to install a later rear wheel will also require a later brake caliper and rotor. Your rotor will not fit a later wheel. That cannot be readily done without also swapping to a later swingarm, which will take the 1" axle. I've done all that on my current Glide!
Turning to the front, a later 1" wheel can be made to work, but isn't a bolt-in.
