Retrofit shim, which side

Retrofit shim, which side
Have a 13 spoke cast H-D wheel from 07 Dyna, rear, going on 09 XL with 25MM bore x 52MM OD x x 15MM BB.
Does retrofit shim,43904-08, .200" thick, go on the pulley side or the rotor side for the 09 XL.
Is it the side with the most load on the bearing, since the shim side has the bearing totally seated , while the opposite side is not fully seated to the shoulder?

"Which Side?"
What would your answer be if I asked you what's the First Bearing Install Side?
(aka "Primary Bearing" side (which has nothing to do with the Primary drive side))
...Same Side ...... (nothing do with load...it's about "positioning")
Btw, a 2007 Dyna wouldn't have come with a 13-spoke...2005 was the last year for them on a Dyna
.

Always thought that it was important that the bearings are positioned equal distance from the hub center line even with offset laced wheels.
and
the wheel centered with the rear fork(swing arm).
The retrofit shim placed under the bearing, apparently,
must be on the rotor side to use original axle spacers to assure the pre 2008 wheel is positioned correctly using the pre 2008 with 21mm wide bearing on a post
2008 with 15 mm wide bearing.
