V-Rod Rotors, regardless whether they are the 11.5" or 11.8" versions are NOT the same as Enforcer Rotors.
The OP states he has 2010 Ultra ... He would already have Brembos (if he hasn't changed them)

The ENFORCERS only came with 11.8" Rotors ... which is what your 2010 bike is set-up for ... (Rotors have nothing to do with ABS ... except for 2007-earlier Police Bikes)
You say you bought an Enforcer ... why didn't you just measure the Rotors? ... 11.8"
If your Enforcer didn't come with Rotors, then just get some 11.8 Enforcer Rotors (that's the STD size)
Just make sure you have an ABS Bearing in the Enforcer (Your bike has ABS) and then put it on ... That's it, nothing else needed ... No Magic
