If it holds air i would fill the hole with rubber and ofcourse ride on. Obviusly ALWAYS avoid speeding and now even more.

Pull the clip out and see if air leaks. Actually, it looks very much like the clip is only through the thick rubber shoulder - not into the cords. If so, it won't hurt the tire's integrity.
