Maybe there's a bird living on top of one of the cylinders. But seriously, does the chirp happen just holding the revs at 3,000. Or does it just occur under load ? I had a bike several years ago that kind of made a chirping noise at 3,000 under load. On that bike it turned out to be the primary chain , needing adjustment. But the Rushmores have a self adjusting tensioner .

The first thing to do as to spray some lube on the front top engine stabilizer link to see if you loss the chirp. I now add a couple of drops of 3-in-1 oil to the top link after it drove me nuts.

does this chirp happen when at a speed or any time the engine hits 3000? At that rpm the engine should be running smooth. I would figure a lower idle with the engine running rougher would cause the mounts to be the problem. Could it be pinging? What grade fuel are you running?

Do you have a bell? You wouldn't be the first person to chase a problem noise to find out it is the bell.
The other thing I can think is a possible vacuum leak. I had one of those on an old sporty, ran fine, but noisy as all heck.
I would definitely check the belt though, like Yukon42 said.

Possible Solution
I had a chirping sound with my 2008.
It turned out t be the muffler. I loosened the muffler and gave it a slight twist and the chirping went away. Hope this is your issue because it is an easy fix.
