Fwiw, even HD sold "Floating" Rotors for bikes with floating calipers ... For example, Front Calipers on Sportys 99-earlier and 04-later (not 00-03) had floating cals. Harley sold for earlier and is still selling floating rotors for later 00-later.
I think maybe you are caught up in the "floating rotor" being designed for a particular / specific application? ... A floating rotor may not be as susceptible to giving a pulsation when it is out of spec or overheated? Seeing that the front wheel is where all the "action" is taking place the need to want to subdue vibration and pulsation can be appreciated after all most of your braking happens at the front of the scooter ... As far as wear concerning the "buttons" ... Anything that moves wears and the buttons allow the disc portion to move freely from the rotor hub ... Just my opinions ... rambling thoughts etc ...
