Ok I have a 17 RGU the stock speakers suck so I put some jbl i read about on here really an improvement on the clearness of the sound over stock except with the watts the radio puts out its not enough to really drive those speakers well. What I would like to know is should I go with just the two speaker amp setup or do the tourpack as well I want to do one time and be done. It seems the websites of some of the sound places have yet to catch up to the RGU on their kits. I also dont want to be cutting on my factory harnesses. I dont have to have anything that can be heard a 1/2 mile down the road either.

If you want one and done you're gonna have to replace the JBL's with some quality speakers and a quality 2 or 4 channel amp. If you want to run all four of your speakers you will need a four channel amp. If you are only interested in the the fairing speakers a 2 channel amp will suffice. Then the question becomes How much do you want to spend on your upgrade?

I understand the jbl will go im just torn between the fronts only or if i didnt those later want to do the back too. As little money as I can get by with but realistically it looks like all 4 is around 1k
Like Gannicus said, it all depends on what you want to spend and do it once and be done. I'd at least change out your front JBL's with a better quality speaker and install a good 4 channel amp just in case you decide to add rear speakers back in later.
Most are never be happy with aftermarket speakers on the factory boom amp. Not enough wattage for starters and the integrated DSP is crap.
There are many combos you can go with and others will be along to suggest setups.

You can have a system you'll be very happy with for 1K. Three good vendors on here for your audio needs. BaggerAudioLab, BadAzzBikes and Biketronics. All well respected vendors. I'd reach out to all three.
