So in parallel circuits the current will always flow mostly through the lower resistance circuit, and total resistance will be less than the smallest branch resistance (if you have a 4Ω circuit and add another path there can only ever be less total resistance). Imagine a 2" pipe and 1" pipe being fed from the same source. Most of the water is going to go through the 2" pipe, and adding the 1" pipe will allow more flow. The calculation for parallel circuits is 1/(1/R1 + 1/R2) so for your example it will be 1/(.25+.125) which comes out to 2.66Ω. Slightly higher than two 4Ω circuits in parallel which would be 2Ω.
