I assume you're referring to the source of music or app being used correct? In this case it is just the free Pandora app and again using it on my phone with her system it is great! but when using it with her phone on her system the volume level is terrible!!

I believe Pandora had issues with blue tooth volume on some operating systems awhile back. Google search this topic with her specific phone model. Lots of info. Hopefully you can find a solution.
I would re-tune to her phone. And make sure to re-tune if she ever gets a different phone..
So I made the 2 hour drive yesterday to go Re-Tune the amp to her phone and to No avail: It literally doesn't even register on the DMM I went through every setting possible on the phone and I even went as far as disabling the absolute Bluetooth volume setting and still no difference?
Unfortunately I think it's an output issue on the Galaxy Fold 3's? They may work fine with an actual head unit system but unless there is something else I'm not aware of either in settings or something I'm doing wrong the Fold 3's will not work with a Bluetooth only system? Don't get me wrong if you crank her volume to full and have the gain on the amp to full you can hear the music but not even close in Volume level like you can off my Galaxy S10.....................I'm Stumped?????
I have a 2019 cvo limited with a biketronics 4 ch amp , Biketronics pro speakers front and Hertz in rear. Loud as hell with my samsung fold 3. I just have to make sure i have my phones blue tooth volume up all the way and the bike volume does the rest.
I did set the max volume on the headunit just below the distortion level.
Still at 85 mph it's loud as hell and your able to actually hear the words of the song along with clear strong music and instruments.
I mainly blue tooth my spotify play list and in the settings of Spotify I set it to LOUD WITH ROCK equalization in my phone settings. No issues with volume.
I have issues with the rear hertz speakers hitting so hard they loosen up the rubber speaker inserts that hold the speaker to the pod. Lol.....otherwise all good bluetoothing from the fold 3.

May be time for a different source of music for her. Trip to the phone store??
One thing I always tell guys that I install for, is that the source of music has a lot to do with how I tune the amp.
If they ONLY use BT (which is sometimes the case) then the amp needs more gain to get the output the speakers can handle and still have the volume expected. And I remind them to be sensible if they change their usual music source. Phones are all different, so if they go to a different phone (music source) they may need to let me adjust the gains. I try to avoid BT, because my thumb drive or directly plugged into phone music is clearer and louder. So, in a case like where the guy uses a thumb drive or usb cable like me, I will tune the amp to have gains set accordingly for the extra volume the thumb drive allows for.

A lot of complaints from the Z-fold 3 on BT output & volume quality. One of the solutions I see a lot is a hard reset of the phone.
I think she is going to look into getting a different model galaxy or just a spare phone to use only for her Bluetooth/Bike not sure yet........................
There is a setting called Absolute Volume that can affect the BT output of android phones. Search Youtube to find out how to unlock and change the setting and try tweaking that setting.
