sometimes buyers expect too much for second hand items. if you are posting stuff, then there is a chance of damage. people who pinch pennies like that are really troublesome. sorry for your problem and hope you get better lukc in the future.
It looks like the buyer is being honest. I've had a similar situation and the seller refused to refund the money even after I sent pictures of the damage. I've been screwed by sellers before. Bottom line is: if you didn't pack them properly, you shoul be responsible. Besides, insurance is a bunch of crap. I don't know how many times I've insured an item and the seller never had it insured. Even if thebars will be covered by the grips,it is not right that the buyer recieveddamaged goods. I would definitely ask him to send photos of the damage. If he refuses, then he is full of $hit. If he sends photos, then you can take responsibility fornot packing it properly. Remember that the bars are metal tubes and bubble wrap isn't going to stop themfrom poking out during shipment. IMHO
Thanks for all the advice. Here's the response I just sent to the buyer:
"No doubt powder coating will conceal any imperfections (except dings or dents)... They sand blast the chrome off the bars before coating.
I'll refund the shipping cost to you, hopefully that is a satisfactory resolution.
For future reference:
Here is Ebay's policy...."if it was damaged due to shipping, then the buyer should file a claim to UPS for the damage...not to the seller."
I will take it up with the UPS store that shipped and boxedthese for me, and hopefully get my money back.

I guess I owe the guy the benefit of the doubt.... But, you can't help but be skeptical of people sometimes.
As a seller, I leave positive feedback immediately upon payment....and if someone is being dishonest about an items condition, then I have given up any leverage.
I can see now why a seller may withold feedback after receiving payment.
It's to bad that with so many scum bags out there, you have to second guess everyone.
They quite possibly could have been damaged. I ordered some foot pegs off Ebay. The package (padded envelope) arrived via Fed Ex looking like it had been run over by one of their 18 wheelers. The top was ripped off and it was empty. I notified the seller and he contacted Fed Ex and refunded me the money. I have received 3 such shipments from Fed Ex that were damaged in transit including Jeep Nerf Bars. How the hell do you damage Nerf Bars? Never had a problem with UPS though.
I sold many items on ebay.I ship all items insured. Insurance is includedin the shipping cost that I list in the ad.
Like someone else said, UPS includes $100 coverage at no extra charge.
Insurance is cheap when you use UPS and its not worth the hassle argueing over how it was packed and who damaged it.
I learned this the hard way.
It's worth the extra $$ just to know everything is covered.
I sold one item for $1800 and insurance was a mere $4.
Insurance also protects the sellers from dishonest buyers.
You have to assume that the buyer is honest.
You did a nice gesture by offering to refund the shipping costs.

I sold some SEII's to a guy on this forum. They were spotless and packed exceedingly well. I still have the photos as well prior to shipping. He claimed that the chrome was coming off and wanted some money back. This was after him mentioning that they would be black powder coated anyway. The photos he showed looked like the exact same photo that is shown of people who did have issues with their SEII's. I gave him part of the money back not wanting to **** away my time. Later in a thread on the forum about chrome problems on SEII's I see this jerk mention that his are fine and has not had any issues with chrome yet. I am done selling anything on ebay or HD-bay as people often times just flat out suck. This forum has been nothing short of great for information and I believe most people are on the level. Just my 3 cents.
The guy was very thankful after I refunded the shipping cost to him, and then heleft me Positive feedback. Maybe he had a legit gripe... who knows.?? But problem resolved.
