could be the lines on your fuel pump inside the tank, Harly had some problems with the fuel ines getting pinholes , riding downhill could cause air to be sucked in instead of gas. or could be the fuel pac, but since it seems to only occur going downhill, something in the fuel pick up/delivery may be a good place to start.
Sounds good. I will do some more research on this.
Shouldn't be a problem to use the bike without it for a couple of test runs.
My other thought is have you gone that way NOT in the morning? I realize you go opposite for the way home, but it's not the same if you understand what I'm trying to say. Where you are going down hill on way to work is up on the way home.

Yes I get what you're saying. It's actually 2 hills that I'm going through to and from work. I have also travelled the same route at different times of the day when taking a nice cruise and what not. The problem only happens in the cold of the morning. But I will try pulling the Fuelpak and running without it the rest of this week to see if it makes a difference. Thanks for all the suggestions everyone.
