If you plan on re-using it and don't want it all bent up, use some fishing line to saw it off (wear gloves). Apply new double-sided tape when you want to put it back on.
It may not needto come off to change the backrest pad. Assuming that behind the decal you have a screw which attaches the backrest pad to the plate on the sissy bar, just"unscrew" the backrest pad, leaving the actual metal screw in place. The adhesive on the decal should be enough to prevent the screw from slipping as you do this (provided it wasn't over-torqued on installation). Then just screw the new backrest into place. I've tried this method once and it worked perfectly. Of course, all this depends on whether you want to retain the skull in the first place.

#M adhesive remover. Spray it down with this stuff and use some fishing line. Too easy. I've used the 3M stuff on my denim paint and did not harm it at all. Great stuff.
I wrapped fish line around two screwdrivers and wiggle the tight line between the emblem and the sissybar. Then I kind of went back and forth with the line. It broke several times but it worked without any damage to either pieces.
