It's a Harley. Nothing's cheap lol. Is it efi or carb? Basic is a stage 1 which is a high flow A/C and some exhaust mods. Since you don't have cats, you can probably get some slip on's cheap enough. If your carb, you need to jet, if your efi, a tuner will give more fuel to take advantage of your improved airflow.
With so many better options out there for an A/C, the Hypercharger wouldn't make my list of even remotely good I'd replace that silly thing with a quickness.
Find yourself an A/C that appeals to you and is set up to vent crankcase gasses to atmosphere instead of following the EPA compliance of venting the hot, oily, oxygen depleted gasses back in to the throttle body; engines just hate that.
As for a tuner? A Power Vision; buy from Fuel Moto. No other tuner need apply if you have any sort of plans to do any upgrades past a Stage 1. If you're absolutely certain you'll never move past a Stage 1 look to the FP3; again from Fuel Moto. FM's lifetime support and custom maps are well worth the price of admission

I would say that you should stay away from the Hypercharger if you want bang for your buck. I ran one for a few years on my 2006 Sportster because I wanted something that looked cool at the time. It functioned very well as a stage-1 air cleaner but the extra little parts and "vacuum-operated butterflies" on the intake don't really do anything extra for your bike. Stick to a simple stage-1 filter kit like the Ness Big Sucker and put the extra money into suspension or exhaust.
