With the windsheild you have to relocate the turn signals or you get a wall of orange in front of you at night. Bobtail fender rack. V&H slipons. SE A/C.SERT or PCIII.I went with the HD touring seat for the WG, nice soft, comfy seat for 500+ day rides.
I skipped the saddlebags and went with a bikers friend. My next purchase after new tires is going to be one of Jackyls tank lifts, then some Kuryakin highway peg mounts and maybe some 16in apes.
Of course any little chrome doodads are always in order, just not one of the firsts if your not a chrome *****.
The thing I like to do with a new bike is ride it a bit and figure out what I would want to improve in ride quality/performance. After a ride I like to walk around my bike and see what could be improved in the looks department. Familurize yourself with the look and the feel of the bike. The things you don't like about it will start to stick out like a sore thumb, and then seek out replacement. Pickup a Harley Accessories catalogue, but don't stop there, J&P Cycles will send you a great big free catalogue, so will Dennis Kirk and a few others. If you order a few things from any of them they will continue to send you new books as they come out. Also, if you go to any bike events and there is a Custom Chrome booth, a lot of the time they will sell you a catalogue for $5-10...you can't buy from them direct, but usually your harley dealer or and independent bike shop will be able to sell you stuff from that cataloge.
Stay away from custom chrome. Some of the poorest quality items out there. Somethings your better left getting from the dealer, like beckrests and saddlebag guards. Sometimes the aftermarket stuff just doesnt line up or just plain sucks.

It is all personally preference. Find what you like. There are a ton on pics here of bikes with some pretty cool mods. Look around for some ideas.
My favorite gadget by far are the healrest's I added when I put on the forward controls. Got em right out of the HD big book and I recommend them highly to anyone sporting the forwards.
Like a floorboard only not ugly.
1. tank lift - cheapest mod that affects look of bike significantly.
2. racetech front suspension kit - best thing i did to my wifes lowrider and my touring bike. dramatic improvement in handling.
3. seat change - for looks and comfort
4. if you want performance - stage 1 air intake upgrade and exhaust upgrade
