The difference in measurements is usually tied to the volume of the spring itself. The progressive springs probably have more coils and displace more oil, hence the lower level specified.

You’ll need a oil level gauge for precise levels

the measurement is the empty space between the level of the oil and the very top of the fork tube. Make sure the fork is fully compressed to get the right measurement

Recently replaced front springs on my FXDF with stock Progressive springs. They recommended an oil level range and I found it easy to use a tape measure from tube top. BTW, I went with the lower (less oil) level of stock HD oil and get a great comfortable ride. Also put standard 412’s on back.

Put 430's on the rear of the wifes Low Rider and she says there's a huge difference over stock. I went with the 412's because I wanted the old FLH shock look of full chrome tubes and top.
The Switchback tops snapped right onto the 412's
