Since you have the heads off I'd strongly consider pulling the cylinders & checking them out, 1 qt to 4-500 miles is a lot for just bad seals. It may have been a poor job of boring & honing the cylinders, or somebody bought some take off parts & slapped them on, if you're this far in it would suck to put it together & still have some consumption problems. A set of rings is pretty cheap if the bores look alright, if need be you could step it up to a 97" for $5-600.

Since you've got it torn down, you might want to look over the whole engine. Top/bottom, just to make sure no other "short cuts" were done by the previous mechanic. If they were willing to go with the wrong seals, then there's no telling what other shenanigans they did, or didn't do.
