Welcome to the forum. Might want to check in 1st in the new member area...but to give my answer, I'd have a friend pull on the cover while I turned the screw. Then time for a helicoil rethread kit.
Tom there's a clip nut behind that machine screw. I would do as riffraff suggested and pull on the cover while trying to extract it and then replace both the screw and clip nut, sounds like one or both are stripped out. Could also be that on the last install you missed the clip nut altogether and it's just hanging in there somehow. Keep us posted.

Just in case you have not done this.
Add a Signature Line in your USER set up for your bike year, model, and all the letters that Harley recognizes it with so others see at the bottom of all your post. This enables others to know your exact model if you ever ask a question.
And an Avatar of your favorite shot in the USER set up for the small picture others will see in the top left corner of your post.
I am sorry if I didnt follow the etiquette and for the late post but I finally got around to wrenching on my bike again. I had my son use the impact while I pulled on the cover after getting a screwdriver behind the cover then spinning it to where I could get a grip. I pulled with both hands and finally it busted loose. I am going to get a new speed clip and bolt and replace the air filter. I have to try to clean up a few small scratches on the cover too. Thanks for your help.

When I introduced myself here, back in 2015/6(??), folk refused someone new to this board had 800,000 miles on two wheels. Or that I had the wrenching experience I have. Especially since I am not "officially trained". Some asked for photo's, which I do not have many of at all. I do not keep stuff around like many others seem to do.
